What is breed-specific legislation?

Breed-Specific Legislation ("BSL") refers to legislation, such as a statute or regulation, that is directed toward one or more specific breeds of dogs.   In particular, such legislation bans or restricts certain breeds based on identity, not behavior, of a specific dog.  BSL identifies a dog as "dangerous" or "vicious" based solely on its breed or appearance and not based on any action or offense that the individual dog has ever committed.
